KATHMANDU: Pushpa Kamal Dahal, Chair of the CPN Maoist Center, emphasized that constitutional amendments and revisions should not be considered until the Constitution is fully implemented.
He made these remarks during a discussion program on ‘Constitutional Implementation: Expectations and Reality,’ jointly organized by the Constitution Watch Group and the Institute for Strategic and Socio-Economic Science Research (ISSR) in Kathmandu on Monday.
“There is still a big challenge in the implementation of the constitution,” he said, “We will only consider a review and revision only after it has been implemented with sincerity. You cannot go the other way because the constitution has not been implemented. There is no excuse for the parties and powers to amend this constitution without implementing it first.”
He further criticized the ruling Nepali Congress and CPN-UML, claiming their agenda has never genuinely focused on amending the Constitution.
“The current Prime Minister’s party, UML, and Nepali Congress never seriously discussed constitutional amendments. Their real goal was simply to remove the Maoist government and come to power,” Dahal said.
He asserted that both major parties used the rhetoric of constitutional amendment as a political tool, with no real commitment to reform.
