‘Federal government should not now do works to be done by local, province levels’



KATHMANDU: Deputy Prime Minister and Finance Minister Bishnu Prasad Paudel has said it would be against the letter and spirit of the Constitution for the federal government to carry out works to be done by the local levels and the province governments.

In a discussion with the Ministry of Land Management, Cooperatives and Poverty Alleviation on the budget for the upcoming fiscal year 205/26 BS, Finance Minister Paudel said that the federal government should no longer do the works of the local levels and the provinces.

The rights of the federal government, the provincial governments and the local governments and the concurrent rights of all the three-tiers of the government have been stipulated in the Constitution.
The task expansion report has further elaborated the rights mentioned in the constitution.

The Finance Minister on the occasion urged the Ministry to present the programmes in the new budget only within the limits of the federal government.

He also urged the Ministry to present budget and programme proposals to address issues related to the cooperatives, land fragmentation, barren land, temporary settlement, protection of public land, land bank and digitization of records.

Finance Secretary, Land Secretary and Departmental Chiefs were present in the meeting.

Earlier, the Ministry of Finance had held discussions with the ministries of Physical Infrastructure, Urban, Energy, Health and Population, Industry, Water Supply, Federal Affairs and Agriculture and Livestock regarding the formulation of the new budget.
