Most ministries show weak spending performance in first nine months of fiscal year



KATHMANDU: Most federal ministries have recorded weak expenditure performance during the first nine months of the current fiscal year, with several ministries failing to spend even one percent of their allocated capital budget.

According to ministry-wise expenditure details made public by the Ministry of Finance on Thursday, the Office of the Prime Minister and Council of Ministers spent only 20.36 percent of its allocated recurrent budget by the end of Chait. No capital budget had been allocated to the office for the current fiscal year.

The Ministry of Finance spent 48.81 percent of its recurrent budget and 19.18 percent of its capital budget during the review period.

Similarly, the Ministry of Industry, Commerce and Supplies spent 47.24 percent of recurrent expenditure and only 4.38 percent of capital expenditure, while the Ministry of Energy, Water Resources and Irrigation spent 52.72 percent of recurrent expenditure but just 2.74 percent of capital expenditure.

The Ministry of Law, Justice and Parliamentary Affairs spent 25.11 percent of recurrent expenditure and 12.86 percent of capital expenditure.

Among other ministries, the Ministry of Agriculture and Livestock Development spent only 15.73 percent of recurrent expenditure and 0.06 percent of capital expenditure.

The Ministry of Drinking Water spent 43.69 percent of recurrent expenditure and just 0.19 percent of capital expenditure, while the Ministry of Home Affairs spent 56.65 percent of recurrent expenditure and only 0.9 percent of capital expenditure.

The Ministry of Foreign Affairs spent 63.59 percent of recurrent expenditure and 50.07 percent of capital expenditure, while the Ministry of Land Management, Cooperatives and Poverty Alleviation recorded 27.8 percent recurrent expenditure and 80.97 percent capital expenditure.

The Ministry of Physical Infrastructure and Transport spent 43.87 percent of recurrent expenditure and only 1.92 percent of capital expenditure.

Likewise, the Ministry of Women, Children and Senior Citizens spent 50.32 percent recurrent and 25.73 percent capital expenditure, while the Ministry of Youth and Sports recorded 40.7 percent recurrent expenditure and 94.7 percent capital expenditure.

The Ministry of Defence spent 50.95 percent of recurrent expenditure and 8.77 percent of capital expenditure, while the Ministry of Education, Science and Technology spent 37.55 percent recurrent expenditure and 32.99 percent capital expenditure.

Similarly, the Ministry of Labour, Employment and Social Security spent 38.84 percent recurrent expenditure and 26 percent capital expenditure, while the Ministry of Culture, Tourism and Civil Aviation spent 29.93 percent recurrent expenditure and 27.04 percent capital expenditure.

The Ministry of Federal Affairs and General Administration spent 21.63 percent recurrent expenditure and 7.34 percent capital expenditure, while the Ministry of Communications and Information Technology spent 51.53 percent recurrent expenditure and 8.92 percent capital expenditure.

The Ministry of Urban Development spent 46.22 percent recurrent expenditure and 14.42 percent capital expenditure, whereas the Ministry of Health and Population recorded 50.54 percent recurrent expenditure and 67.08 percent capital expenditure during the review period.
