BHAKTAPUR: Minister for Communications and Information Technology Prithvi Subba Gurung has clarified that the ordinances were introduced to pave the way for good governance and development in the country.
In his address to the 15th anniversary of Rafat Sanchar Club here today, he argued that the ordinances were not to bypass the parliament but to bring the laws in a faster manner.
“The ordinances were brought not to snatch the rights of the people but to avert the crisis the facing the country in a prompt way. The move was taken to formulate new policies and programmes keeping the national goal of ‘Prosperous Nepal, Happy Nepali’ at the centre”.
As the ordinances are to be endorsed from the parliament, it is not the subject to avoid the parliament, the minister added.
“Still the country is being governed by the laws brought some 68 years ago so it has become a pertinent need to introduce ordinances”, Gurung noted. “It takes five years for the parliament to enact a bill because of absenteeism of lawmakers in the committee and lack of quorum”.
He mentioned that a law needs to be brought to stop the anarchism in the name of press freedom.
Also speaking on the occasion, lawmaker Durlav Thapa viewed that the government has brought ordinances as per the constitutional provision.
Chief whip of the Rastriya Swatantra Party Santosh Pariyar, pointed out that the government’s issuance of ordinances bypassing Parliament has constrained the parliamentary rights.
On the occasion, Minister Gurung honoured President of Madhyapur Hospital Dr. Ravina Pradhanang with the Kalpana Memorial Award.
Likewise, journalist and editor of Dabab weekly Amar Bhujal was honoured with the Tul Bahadur Thapa and Rupa Thapa Memorial Letter of Appreciation and journalist Tikaram Yatri with the Blood Donation Club Active Journalism Award.
