Bill on land needs rewriting: National Assembly members



KATHMANDU: The National Assembly members have argued that the bill relating to the amendment of some Acts related to land needs rewriting because it allows misuse of public, community and Guthi lands.

They made such demand while putting forth their views during the deliberations on the ‘Bill designed to Amend Some Nepal Acts Relating to Land, 2082’ on Tuesday.

NA members Gopi Bahadur Sarki Achhami, Ghanashyam Rijal, Kiran Babu Shrestha, Indira Devi Gautam, Mohamad Khalid, Jag Prasad Sharma, Narayan Datt Mishra, Madan Kumari Sah (Garima), Gopal Bhattarai, Bhuwan Bahadur Sunar, Padam Bahadur Pariyar, Radheshyam Paswan, Bishnu Kumari Sapkota, Puja Chaudhari, Krishna Prasad Adhikari, and Bishnu Bahadur Bishwokarma, among others demanded Minister’s response on the suspicion that the land leased for industrial and agricultural activities were divided into small plots.

The NA members further demanded guarantee of lands to the landless and squatter dwellers. They further said there was still space for doubting on the objective of the bill, as it could feed land mafia and brokers.

A proposal seeking passage of the bill was tabled by Minister for Land Management, Cooperatives and Poverty Alleviation, Balram Adhikari, was received along with a message from the House of Representatives.

In response to the queries raised by the NA members during the deliberation, Minister Adhikari vowed that the land management would be ensured in a transparent manner and that active representatives of all political parties at ward and local levels would have participation to avoid irregularities.

Anyone tilling the land for long and not having any land in his/her name in other places will be provided the same land he/she has used.

Similarly, Chairperson of the Legislation Management Committee, Tulasa Kumari Dahal, presented the Committee’s report, 2080 in the NA meeting.
