Bagmati province ahead in law-making: Bagmati Speaker Pathak



BHAKTAPUR: Speaker of the Bagmati Province Assembly, Bhuwan Kumar Pathak claimed that the Bagmati Province has remained ahead in the making of province laws, policies, rules and acts.

Speaker Pathak said each actions and initiatives of the Bagmati Province Assembly can be a learning and reference for other provinces.

“The PA thematic committees have special role in framing acts, rules, laws and bills of the province. Committees also have the obligation to functionalize government’s business and carry out study on relevant areas”.

Though the parliament’s main function is to finalize the bill, it also has to minutely study for law-making, provide analysis report and amend as per the need, he added.

“Generally, it is government’s responsibility to introduce bill. There has been no tradition of holding adequate discussions in course of the bill formulation, and undertaking research and investigation. It should be put in place”.

Also on the occasion, Deputy Speaker Apsara Chapagain stressed that the PA thematic committees should be active in lending support to the business of PA and the government.
