BHAKTAPUR: Sindhupalchowk District Secretary of the outlawed Netra Bikram Chand alias Biplav outfit has been arrested.
44-year-old Bhuwan Singh Tamang was arrested from Thimi-4.
According to police, Tamang hailing from Melamchi Municipality-9 was involved in extortion.
Police said they are investigating an indecent behavior case against him.
