TULSIPUR: Among 100 wards in Dang district, 28 have no secretaries. The absence of secretaries at ward especially in the remote local levels has adversely affected public service.

The absence of ward secretaries has forced the technicians to work as the administrative staff. The adjustment of civil servants gave an option to the government employees to choose any of the three-tier governments, which caused massive reshuffle.

The employees have the trend to choose convenient places for the service.

Chief Administrative Officer at Rapti rural municipality, Ram Prasad Sharma, said the absence of ward secretaries has badly hindered the vital registration. The signature of a permanent civil servant is imperative for vital registration. Therefore, the technicians are used as a ward secretary, Sharma added.

Except for Rajpur rural municipality-6, all other wards have not secretaries.
