Citizenship circular issued after failing to withstand pressure: Home Minister Thapa

KATHMANDU: Minister for Home Affairs Ram Bahadur Thapa on Wednesday said his Ministry issued a circular on citizenship after failing to resist the pressure as the children of those getting citizenship by birth are deprived of citizenship.

Speaking at a meeting of the State Affairs Committee of Parliament, Minister Thapa underlined that the circular was essential as the proposal to amend the Citizenship Act is still sub-judice at the Parliament.

He admitted that the circular infringed the jurisdiction of the committee and Parliament but was prompt to add that it was necessary to resolve the issue people are facing.

Minister Thapa argued that the government’s decision was in line with the constitution and Supreme Court’s earlier verdicts.

The Ministry of Home Affairs (MoHA) had last week instructed all district administrations to issue citizenship on the basis of descent. The decision was stayed by the apex court on Monday.
