PM Oli fails to retain confidence of parliament

KATHMANDU: Prime Minister KP Sharma Oli has failed the floor test at the parliament Monday.

Of the total 232 members of the House of Representatives (HoR) present at the parliament today, as many as 93 votes were cast to support the PM and 124 votes were cast against the PM’s motion. As many as 15 abstained from voting.

HoR Speaker Agni Sapkota declared the final count after the vote count concluded.

In the 271-member HoR ( four under suspension), Nepali Congress (NC) held 63 seats (two suspended), Maoist Center 49, Janata Samajbadi Party (JSP) 34 (two suspended) and CPN-UML 121 seats. Likewise, Rastriya Janamorcha (RJM), Nepal Workers and Peasants Party (NWPP) and Rashtriya Prajatantra Party (RPP) have one HoR member each,  and there is one independent lawmaker.

Around 20 lawmakers of the Madhav Kumar Nepal faction of the UML abstained from the HoR session today.

The NC and Maoist Center had decided to not to give the PM confidence vote and the JSP was for either remaining neutral or casting vote against PM.

According to the provision in Article 100 of the Constitution of Nepal, relating to vote of confidence and motion of no-confidence, the Prime Minister may, whenever he or she considers necessary or appropriate to show that he or she has confidence from the House of Representatives, table a motion to that effect in the House of Representatives for the vote of confidence.

If the political party which the Prime Minister represents is divided or a political party in coalition government withdraws its support, the Prime Minister shall table a motion in the House of Representatives for a vote of confidence within thirty days.

Likewise, as per the Article 100 (3), if a motion tabled under clauses (1) and (2) is not passed by a majority of the total number of the then members of the House of Representatives, the Prime Minister shall relieve of his or her office.
