KATHMANDU: The federal parliament secretariat is preparing to welcome the newly elected members of the House of Representatives (HoR) with a swearing-in ceremony scheduled for March 26 at 2:00 pm.
HoR members have been requested to arrive at the venue at least two hours early in formal or cultural attire.
President Ramchandra Paudel is set to administer the oath to the senior-most HoR member, 78-year-old Arjun Narsingh KC, at Shitalniwas on March 25. KC will then administer the oath to other members on March 26, following constitutional provisions.
According to Article 88 of the Constitution, every HoR member must take the oath before attending any HoR or HoR committee meetings. Article 91(5) stipulates that before the election of the Speaker and Deputy Speaker, the senior-most member present chairs the HoR meeting.
Spokesperson Ekaram Giri said arrangements are being made to conduct the swearing-in and initial HoR meetings in the multi-purpose hall of the federal parliament building within Singh Durbar. Technical preparations and security arrangements are ongoing.
Parliamentary party offices have also been allocated according to the size of the parties determined in the March 5 HoR election. The Rastriya Swatantra Party (RSP) emerged as the largest party with 182 seats, followed by Nepali Congress with 38 seats, CPN-UML with 25, Nepali Communist Party with 17, Shram Sanskriti Party with 7, Rastriya Prajatantra Party with 5, and one independent member.
