44 days to HoR polls: Citizenship mandatory for filing candidacy



KATHMANDU: The Election Commission (EC) has clarified that a citizenship certificate is mandatory for candidates filing nominations for the House of Representatives elections scheduled for March 5.

According to the election calendar, candidate nominations are being conducted nationwide today. Candidates must submit a copy of their citizenship certificate or voter ID card for registration. Additionally, proof of inclusion in the final voter list of any rural municipality or municipality is required.

Candidates holding positions in the Government of Nepal, provincial governments, or local bodies, or receiving remuneration from organizations funded by the government, must provide proof of resignation from such positions before filing.

Nomination papers must be signed by a proposer and a seconder, both of whom must be listed in the final voter list of the same constituency.

For candidates representing political parties, a formal letter of nomination issued by the party’s central executive committee—or an authorized body—is required. In the case of parties contesting jointly with a single election symbol, nomination letters must comply with the House of Representatives Election Guidelines, 2082 BS.

Candidates must also submit a receipt of a Rs. 10,000 deposit at the office of the concerned election officer. Women, Dalits, minority communities, and economically disadvantaged candidates are eligible for a 50 percent concession on the deposit.

Finally, candidates must provide a sealed statement of assets, detailing movable and immovable property, bank and financial accounts, securities, shares, bonds, and any loans given or taken.
