Police organization is the first government the people encounter: Chief Minister Karki



BIRATNAGAR: Koshi Province Chief Minister Hikmat Kumar Karki has said that the police organization is the first government institution that ordinary citizens encounter and, therefore, must remain accountable and responsive to the public.

Addressing the Koshi Province-level Crime Investigation Review Seminar organized jointly by the Nepal Police Headquarters, the Criminal Investigation Department, and the Koshi Province Police Office in Biratnagar today, Chief Minister Karki stressed the need for the police organization to respond responsibly to public concerns and questions.

He warned that attempts to control or weaken the police organization could have serious consequences for crime investigation and law enforcement. Emphasizing the need to modernize the police force, he said the state should address gaps in resources, infrastructure, and management to strengthen the institution.

Chief Minister Karki also underscored the importance of prioritizing police-related policies and legislation. He expressed the Koshi Province Government’s commitment to providing all possible support for the establishment of a DNA testing laboratory and the expansion of digital systems.

Stating that the police organization has been fulfilling its responsibilities honestly in maintaining peace and security and investigating crimes under the principles of good governance, he urged police personnel to work strictly within the ambit of the law and avoid errors and shortcomings in criminal investigations.

Chief of the Koshi Province Police Office, Binod Ghimire, expressed confidence that the seminar would contribute to minimizing mistakes and improving the quality of criminal investigations.

Chief District Officer of Morang, Yubaraj Kattel, said that successful police investigations are essential to ensuring justice for victims and called for serious attention to strengthening investigative processes.

Additional Inspector General of Police and Chief of the Criminal Investigation Department at Nepal Police Headquarters, Sushil Singh Rathore, noted that while advances in science, information technology, and communication have made life easier, they have also created new challenges in criminal investigations.

He stressed the need for capacity building and evidence-based investigation methods, expressing confidence that the seminar’s conclusions would help enhance investigative effectiveness.

Senior Superintendent of Police Mukunda Marasini of the Criminal Investigation Department said public trust in the state can only be strengthened through the effective delivery of good governance.

District Court Morang Judge Durga Bahadur Bhusal emphasized that justice largely depends on the quality of investigations. He urged police officials to conduct thorough and professional investigations, noting that criminals’ increasing use of science and technology has added new complexities to criminal cases. He also stressed the need for greater inter-agency coordination and cooperation to improve investigation standards.
