‘Zero Pending Files’ campaign to begin in government offices from Monday



KATHMANDU: The government is set to launch a ‘Zero Pending Files’ campaign in all government offices starting Monday to reduce delays in decision-making caused by files remaining pending at various levels.

According to the Office of the Prime Minister and Council of Ministers, the campaign aims to end the practice of leaving files, such as those awaiting initial comments or approvals, unnecessarily stalled at different desks.

Authorities say the initiative also seeks to minimise the trend of sending files that can be resolved at lower levels to higher authorities, which often disrupts service delivery.

For the campaign, the government has already issued the ‘Zero Pending Files Week Campaign Operation Guideline, 2082’.

The objective is to ensure that files under review do not remain stuck indefinitely, responsibilities are clearly defined and decisions, whether positive or negative, are made within a set timeframe.

The campaign will run until Baisakh 7. Under the guideline, files pending for more than three days, seven days or 15 days must automatically undergo a review process.

Officials say the campaign is intended to develop a system in which matters that can be decided at a particular level are resolved there, instead of being unnecessarily forwarded to higher authorities.
