UML calls Balen-led government’s first 100 days weak and controversial



KATHMANDU: The CPN-UML has described the first 100 days of the government led by Prime Minister Balen Shah as weak, immature, and controversial.

In a press statement issued on Friday, UML General Secretary Shankar Pokharel said the party had concluded that the government’s performance during its first 100 days had failed to meet public expectations.

The UML accused the government of contradicting its election manifesto and policy commitments, alleging inconsistency in its governance.

The party also criticized the government’s approach to constitutional amendment, saying it had moved ahead without consulting political parties and had attempted to proceed in a non-transparent manner. It further accused the government of undermining federalism by trying to centralize authority.

The statement said investigations into the violent incidents of September 8 and 9, 2025, had been weak and alleged that the government was more focused on political retaliation than ensuring justice. It also claimed that individuals identified by the National Human Rights Commission as responsible for human rights violations had been protected instead of being held accountable.

The UML alleged that the government had launched politically motivated actions against opposition parties in the name of good governance. It criticized what it called attempts to arrest former Prime Minister KP Sharma Oli and former Home Minister Ramesh Lekhak without sufficient evidence, claiming authorities had failed to establish grounds for prosecution even after 13 days.

The party also accused the government of forming an unconstitutional Asset Investigation Commission despite the existence of the Commission for the Investigation of Abuse of Authority (CIAA), alleging that it was being used to intimidate political opponents.

On governance, the UML said the government had increased the financial burden by appointing large numbers of advisers and personal aides in ministries. It claimed that several digital governance commitments—including establishing citizen service centres and delivering passports, citizenship certificates, and driving licences to citizens’ homes within 100 days—had remained unfulfilled. Instead, it alleged that passport distribution had been restricted.

The statement further accused the government of creating fear among Dalits, marginalized communities, and landless people through demolition drives rather than addressing their concerns. It also said progress on refunding cooperative victims’ savings had been slow and questioned the status of plans to install CCTV cameras for women’s safety and operate “Blue Bus” services.

The UML further alleged that the government had introduced regressive tax policies, weakened the stock market, and failed to ensure payments to sugarcane and dairy farmers.

On foreign policy, the party claimed the government had made serious mistakes, criticizing the Prime Minister’s reported characterization of Nepal as a “buffer state” and describing his remarks on relations with neighbouring countries as controversial.

The UML also alleged that the private secretariats of the Prime Minister and ministers had been linked to corruption and claimed the government had failed to address the country’s economic challenges or uphold the rule of law.

Concluding the statement, the UML said the Balen-led government had failed to deliver on its promises of good governance and administrative reform.
