KATHMANDU: The ruling CPN-UML has called on its subordinate committees and party members to submit written suggestions on a proposed statute amendment by August 26.
The proposal, already endorsed by the party’s Central Committee, will be presented at the UML’s Second Statute Convention, scheduled to take place from September 5–7 in Godavari, Lalitpur.
Party Chairperson and Prime Minister KP Sharma Oli issued the directive through an internal party circular known as Apani–12 on Monday.
According to the circular, all suggestions must reach the central office within the given deadline, after which the Central Committee will review them in a meeting before the convention.
The proposal is part of a broader set of documents that include a political report by Oli, the statute amendment proposal by Vice Chair Bishnu Prasad Paudel, and an organizational proposal by General Secretary Shankar Pokharel. These documents have already been reviewed and endorsed with amendments by the party’s Secretariat, Politburo, and Central Committee.
Apani–12 also clarifies that representatives who participated in the party’s Tenth General Convention will serve as delegates for the upcoming statute convention. Additionally, those appointed to the Central Committee and other bodies since then will participate in the convention in an organizer capacity.
In the directive, Oli said UML remains at the center of national politics and expressed confidence that the party’s future is far brighter than that of its rivals. However, he urged leaders and cadres not to be complacent, stating that the party must now focus on fulfilling the national aspiration of a prosperous Nepal and a happy Nepali people.
He stressed the need to strengthen the UML as a decisive national force capable of securing a single-party majority government, in line with the party’s “Mission 2084” campaign.
The circular acknowledged that while the party has become more organized than in the past, there is still a gap in fully implementing grassroots-level activities and expanding community-based outreach.
It noted that the growing number of Nepali citizens abroad has not been adequately reflected in the party’s overseas mobilization. Oli also emphasized the need to improve internal discipline and performance among party members and leadership.
The UML Secretariat, Politburo, and Central Committee had jointly decided to issue Apani–12 to inform party rank and file about major decisions and ensure their implementation across all levels of the organization.
