UML Central Committee endorses statute amendment proposal



KATHMANDU: The ninth meeting of the CPN-UML Central Committee has unanimously endorsed a proposal to amend the party’s statute, along with a broader eight-point political resolution addressing key national and organizational issues.

The meeting was held on July 21 and 22 at the party’s central office in Chyasal under the chairmanship of UML Chair and Prime Minister KP Sharma Oli.

The meeting featured extensive discussions on current political developments, the effectiveness of the government, the upcoming statute convention, and internal party matters. According to UML’s publicity department chief, Rajendra Gautam, a total of 264 Central Committee members took part in the deliberations.

One of the major highlights of the meeting was the party’s decision to pay high respect to former President Bidya Devi Bhandari, days after it formally ruled out her return to active party politics. Gautam noted that the statute amendment proposal saw particularly in-depth discussion and will now be circulated to provincial and district committees for further suggestions before final adoption.

The meeting included presentations by party vice-chair Bishnu Paudel, who introduced the statute amendment proposal; general secretary Shankar Pokharel, who reported on organizational matters; and heads of the party’s internal bodies, including Keshav Badal (Disciplinary Commission), Prof. Dr. Pushpa Kandel (Audit Commission), and Amrit Kumar Bohora (Advisory Council), who submitted their respective reports.

The political resolution passed at the meeting declared that the current government, led by Prime Minister Oli, has provided a foundation for political stability and good governance based on the seven-point agreement reached between the UML and Nepali Congress.

The party called for the continued strengthening of the coalition and the effective implementation of the agreement to ensure forward momentum in governance.

The resolution stated that under Prime Minister Oli’s leadership, the economy is being steered back on track with key policy reforms. It further claimed that the government has fostered confidence in the private sector, attracted foreign investment, and accelerated stalled infrastructure projects.

It specifically highlighted the petroleum exploration efforts in Dailekh, launched during Oli’s previous tenure, which have now reportedly revealed methane gas reserves sufficient to meet the country’s needs for the next 50 years — a development the party called “highly encouraging.”

On foreign policy, the UML concluded that the government has enhanced Nepal’s presence and influence in international forums while creating a more favorable diplomatic environment.

The party also reiterated its commitment to zero tolerance for corruption and irregularities, stating that good governance, rule of law, and anti-corruption legislation remain central to its ideological foundation. The resolution emphasized the party’s role in strengthening regulatory institutions and raising public awareness to promote transparency.

The Central Committee paid tribute to Pushpalal Shrestha, the founding General Secretary of the Communist Party of Nepal, and pledged to further unify and strengthen Nepal’s communist movement in line with his ideals.

The meeting also called on the government to immediately implement climate-resilient programs and launch targeted conservation and rehabilitation projects in the Chure region. It urged the government to address long-standing issues in the Tarai-Madhes region, with a special focus on sustainable water and land management.

Recognizing the hardships faced by Nepali farmers, the UML urged the government to act swiftly to improve their livelihoods and ensure food security.

In addition, the party drew attention to the severe damage caused by recent floods and landslides in Rasuwa, particularly the destruction of the Miteri Bridge at the Rasuwagadhi border. The meeting urged the government to provide immediate relief to affected communities and to coordinate with China for the speedy reconstruction of the bridge through diplomatic engagement.
