Parliament must prioritize passing School Education Bill: Speaker Ghimire



KATHMANDU: Speaker Devraj Ghimire has emphasized that it is the Parliament’s responsibility to prioritize the passage of the School Education Bill.

Speaking at a meeting with the Chief Whips of various political parties to discuss current political issues, Speaker Ghimire stated that the bill must be passed as a matter of urgency, especially as teachers from community schools are protesting and demanding the enactment of the Education Act.

“The Parliament is under pressure to discuss the budget in line with the government’s policies and programs, economic procedures, and the provisions of the Fiscal Responsibility Act,” he said.

“It is our duty to prioritize the School Education Bill. Agitating teachers have clearly stated they will not return to their schools without its enactment. In a meeting with me, they urged that I take initiative in this matter.”

To address the increasing legislative workload—including pre-budget discussions, the government’s policy and program agenda, the national budget, and the School Education Bill—Speaker Ghimire proposed that Parliament operate every day except Saturdays and public holidays.

The meeting approved the proposal, and the updated schedule will be submitted to the Parliament’s Business Advisory Committee on April 25.

“The process of approving the bill will begin immediately after the Sub-Committee submits its report,” Ghimire said.

“The Civil Service Bill is also nearing passage from committee. Considering policy priorities, programming timelines, and technical budget constraints, we must be prepared to pass key bills—including those on education and civil service—within this session.”
