KATHMANDU: The Nepal Teachers’ Federation has accused the government of lacking responsibility and sincerity in upholding agreements made with teachers.
In a statement issued today, the Federation expressed dissatisfaction with the report submitted by the sub-committee formed under the Education Committee to amend the School Education Bill.
The Federation argued that instead of addressing the essence of past agreements and the spirit of previous movements, the report regresses even further compared to the original bill.
The Federation stated that while it has continuously approached the matter with full honesty and accountability, the state has failed to reciprocate the same level of commitment.
The report, the Federation claims, disregards the agreements made during previous protests and fails to acknowledge the contributions and concerns of teachers.
In particular, the Federation objected to the proposed internal competition quota for temporary teachers—including those working under relief quotas, temporary/contractual terms, previous lower secondary appointments, learning grants, technical streams, and special education—arguing it does not align with previously agreed terms.
The Federation warned that the government is provoking teachers into renewed protest.
“This report, prepared by ignoring past agreements and previous movements, has angered Nepal’s teaching community even more,” the statement said. “It gives the impression that the government intends to incite another round of teacher protests.”
Recalling that the government had agreed to pass the School Education Bill by June and that several previously agreed-upon issues were only implemented following Cabinet decisions under protest pressure, the Federation warned of larger future protests if past agreements are not honored and implemented promptly.
