Supreme Court seeks written response in petition against ‘Green Army’
The Supreme Court has sought a written response from the authorities in a writ petition filed against the controversial ‘Green Army’, which has drawn criticism for appearing in public wearing military-style uniforms. The petition concerns the organisation’s structure, uniforms, ranks and use of insignia. A single bench of Justice Nityananda Pandey on Monday ordered the defendants, including the Office of the Prime Minister and Council of Ministers, to submit written responses within 15 days. The order was issued in response to a writ petition seeking certiorari and mandamus filed by advocate Samb Raj Aryal and others. The court directed defendants numbered 1 to 7, 9 and 10 to submit their written responses through the Office of the Attorney General, while defendants 8 and 11 were instructed to respond themselves or through a legally authorised representative.
Kispang rural Municipality Chair arrested from Singha Durbar after meeting PM
Birbal Tamang, chairperson of Kispang Rural Municipality in Nuwakot, was arrested from Singha Durbar on Monday. Tamang was arrested by police shortly after attending a meeting called by Prime Minister Balendra Shah at Singha Durbar with local representatives from areas affected by the Bhotekoshi River flood on August 26. Superintendent of Police Dan Bahadur Thapa, spokesperson for the Kathmandu District Police Range, confirmed that Tamang was arrested from inside Singha Durbar. The Kathmandu District Court had authorised police to arrest Tamang in connection with a banking offence case. The Durbar Marg Police Circle had sought permission from the court to arrest him for investigation.
Congress dispute deepens as Deuba faction urges leaders, cadres to boycott convention
The dispute within the Nepali Congress over the party’s 15th General Convention has intensified, with the preparation committee led by dissenting faction leader Shashank Koirala urging party leaders and cadres not to participate in the convention scheduled by the establishment faction from September 19. Coordinator of the 15th General Convention Preparation Committee, Dr Shashank Koirala, said the ongoing dispute within the party is not merely an issue involving an individual or faction but a serious political question concerning the Nepali Congress’s legality, democratic culture, organisational unity and future. The committee has urged the party not to create further divisions in the name of the general convention and said it would be inappropriate to unilaterally proceed with the convention schedule while the issue concerning the party’s legitimacy is under consideration by the Supreme Court.
Deuba faction rejects central working committee decision
The faction led by former Nepali Congress president Sher Bahadur Deuba has said it cannot agree with the decision taken by the establishment side without postponing the party’s general convention schedule. Nepali Congress leader NP Saud said the decision was discussed during a meeting of senior leaders from the Deuba faction held on Monday morning. He said the faction cannot agree with the decision taken by the establishment side. The establishment faction had decided at a meeting of the Central Working Committee on Sunday to make necessary arrangements, in accordance with the party statute, to allow all members of the Central Working Committee elected by the 14th General Convention to participate in the upcoming general convention as members of the current Central Working Committee.
PM Shah vows safe resettlement for Bhotekoshi flood victims
Prime Minister (PM) Balendra Shah (Balen) has said there will be no shortage of resources for the rehabilitation and reconstruction of areas affected by the Rasuwa-Bhotekoshi floods. During a discussion with people’s representatives from the affected areas at the Office of the Prime Minister and Council of Ministers on Monday, Prime Minister Shah said the government was preparing to mobilize its available resources as well as support from donor agencies. Prime Minister Shah said he was encouraged to hear that there had been immediate coordination among the federal, provincial and local governments during the disaster.
NC row: Deuba faction disagrees with party’s CWC decision
The faction led by former Nepali Congress (NC) President Sher Bahadur Deuba has said it cannot accept the decision of the establishment faction without first postponing the party’s general convention schedule. At a discussion among senior leaders of the Deuba faction this morning, the group’s leader, NP Saud, said they could not agree with the establishment faction’s decision. ]The establishment faction had convened a meeting of the Central Working Committee on Sunday and decided to make necessary arrangements, in accordance with the party statute, to allow all members of the Central Working Committee elected at the 14th General Convention to participate in the upcoming general convention as members of the current Central Working Committee.
Gen-Z martyrs’ families object to RSP whip Krantishikha Dhital’s remarks
Families of Gen-Z martyrs have objected to remarks made by Rastriya Swatantra Party (RSP) whip Krantishikha Dhital regarding a programme organised to mark the first memorial day of the Gen-Z martyrs. The Gen-Z Martyrs Family Welfare Society and Injured Gen-Z Nepal held a press conference and staged a demonstration outside the southern gate of Singha Durbar on Monday, accusing Dhital of making remarks that disrespected the first memorial day programme of the Gen-Z martyrs. The martyr families and injured survivors accused Dhital of making a publicly inappropriate statement that trivialised their sacrifices and suffering. They demanded that Dhital publicly apologise for her remarks. Thakurnath Gautam, secretary of the Gen-Z Martyrs Family Welfare Society, said no one had the right to insult the martyr families after failing to provide them with any form of support or assistance.
Temporary log bridge and ‘tuin’ installed over Phalakhu and Bhotekoshi rivers
A temporary log bridge and a tuin (cable crossing) have been installed over the Phalakhu and Bhotekoshi rivers along the Rasuwa-Nuwakot road section after floods destroyed the concrete bridges over both rivers, disrupting road connectivity. Superintendent of Police Tul Bahadur Bhandari of the Armed Police Force said the alternative crossings were established to facilitate the movement of people in the affected areas. A bamboo-and-wood bridge has been constructed at Betravati for pedestrians, while an iron-wire tuin has been installed at Syafrubensi. Although the tuin is operational, work is still underway to complete the footpaths on both sides, which is expected to be finished within a few days.
Bhotekoshi flood causes over Rs 1 billion in agricultural losses
The agricultural sector suffered significant losses from the flash floods that struck the Bhotekoshi-Trishuli river system on August 26, with damage reported to crops, vegetables and livestock. According to the Rapid Damage and Needs Assessment (RDNA) report jointly prepared by the National Planning Commission and the National Disaster Risk Reduction and Management Authority (NDRRMA), the disaster had a major impact on paddy, vegetable farming and livestock. The assessment shows that paddy fields covering 1,669 hectares were damaged by the floods, resulting in the loss of an estimated 5,843 tonnes of paddy production. Total damage to agricultural crops has been estimated at Rs 1.09 billion (USD 7.22 million). The estimate includes damage to standing crops as well as the impact on production in subsequent seasons.
Flash flood risk likely in 22 districts as rivers rise
Water levels in several major rivers are expected to rise significantly over the next three days, prompting the Flood Forecasting Division to warn of a moderate risk of flash floods in small rivers and streams across 22 districts.According to the Division, the Koshi and Narayani river basins are expected to see a significant rise in water levels during the period. The 22 districts facing a moderate risk of flash floods are Sankhuwasabha, Sindhupalchok, Kavrepalanchok, Kathmandu, Bhaktapur, Lalitpur, Gorkha, Tanahun, Lamjung, Kaski, Parbat, Baglung, Myagdi, Jajarkot, Dailekh, Surkhet, Kalikot, Humla, Bajhang and Bajura. Water levels recorded on Monday morning in the Koshi, Narayani, Bagmati, Karnali and Mahakali rivers and their tributaries, as well as the Kankai, Kamala, Babai and Rapti rivers, were below the warning levels.

PM Shah discusses with representatives from disaster-hit areas after Bhotekoshi floods
Prime Minister (PM) Balendra Shah (Balen) has begun discussions with people’s representatives from various districts and local levels declared disaster-affected areas following the Bhotekoshi floods in Rasuwa. The Prime Minister is holding discussions with chiefs of 15 disaster-affected local levels in Nuwakot, Rasuwa, Dhading, Gorkha and Tanahun, as well as members of the House of Representatives, at the Office of the Prime Minister and Council of Ministers in Singha Durbar from 11 am today (Monday). According to the Prime Minister’s Office, the discussions are focused on reviewing the situation in the flood-affected areas, assessing the current circumstances, identifying immediate measures to be taken, and planning reconstruction efforts, among other issues.
NC calls for active participation in upcoming General Convention
Nepali Congress General Secretary Pradeep Paudel has called on all party members, supporters, and well-wishers, both at home and abroad, to participate enthusiastically in the party’s 15th General Convention. He said the convention, scheduled to be held in Kathmandu from October 2 to 5, will provide an important opportunity to strengthen the party’s organizational structure and advance its political agenda. Speaking after a meeting of the party’s Central Working Committee on Sunday, General Secretary Paudel expressed gratitude to all those who actively contributed to the membership distribution, renewal, and updating processes.
Devotees throng Pashupatinath Temple on Haritalika Teej
Thousands of devotees have thronged the Pashupatinath Temple in Kathmandu to mark Haritalika Teej. All four gates of the temple were opened at 3:15 am today to facilitate the movement of worshippers. Security sources said more than 9,000 devotees had visited the temple by 7 am, while around 3,000 others were waiting in line for darshan. A total of 1,250 police personnel have been deployed in and around the temple premises to maintain security and manage the crowd. Nepal Police has taken responsibility for overall security arrangements, including traffic management and the operation of a health camp for devotees. Security personnel are also monitoring the area through CCTV cameras and drones, while plainclothes officers have been deployed for surveillance.
Floods, landslides disrupt major highways across Nepal
Major highways connecting different parts of the country have been disrupted by floods and landslides triggered by incessant rainfall. According to the Nepal Police’s road update issued on Monday morning, several major road sections in Bagmati and Gandaki provinces have been completely or partially blocked. The Prithvi Highway has been obstructed by a landslide at Krishnabhir in Benighat Rorang Rural Municipality-7, Dhading. Traffic has resumed in one direction after landslide debris was cleared from the Jawangkhola and Sheetal Bazaar sections of the highway. Similarly, the Trishuli-Mailung-Syafrubeshi road section in Rasuwa has remained completely blocked for an extended period due to flooding at Khalte in Uttargaya Rural Municipality-5. Police said other major roads in Rasuwa have also been closed until further notice.
