PM Oli reviews Digital Nepal Framework expansion and Nepal Telecom progress



KATHMANDU: Prime Minister KP Sharma Oli on Sunday received a briefing on the expansion of the Digital Nepal Framework and the latest progress of Nepal Telecom.

Oli, who has consistently emphasized the use of communication and information technology to accelerate governance, development, and prosperity, was briefed by Minister for Communication and Information Technology Prithvi Subba Gurung, Secretary Radhika Aryal, and Nepal Telecom’s Acting Managing Director Sabina Maske Pradhan, among others.

Officials informed the Prime Minister that, following the government’s recent approval of the National Artificial Intelligence (AI) Policy 2025, the ministry has begun preparatory work to revise and expand the Digital Nepal Framework into a new version—Digital Nepal Framework 2.0 (FAST).

The proposed framework integrates concepts of digital infrastructure, access, capacity building, and transformation. In addition to previously included sectors such as agriculture, education, health, tourism, finance, and governance, the revised plan adds social security, disaster management, and climate change.

To ensure effective implementation, the proposal envisions the formation of a Digital Transformation Council chaired by the Communication Minister, responsible for setting priorities, monitoring, and reporting progress. The framework will come into effect once endorsed by the Council of Ministers.

The original Digital Nepal Framework, which laid out a long-term vision for governance, development, and prosperity through digital transformation, was introduced during Oli’s earlier tenure as Prime Minister in 2019.
