All criminal incidents remain in police’s ‘institutional memory’: IGP Karki



KATHMANDU: Inspector General of Police Dan Bahadur Karki has said that criminal incidents recorded in society remain in the police organisation’s “institutional memory” and that those involved in such crimes will be brought to justice regardless of how much time has passed.

Speaking to the National News Agency (RSS), IGP Karki said the police organisation, which has a long institutional history, does not forget such incidents. He said the police continue to work for justice even when individuals may no longer remember cases from the past.

“People’s memories fade in a short period. But the police is an institution that continuously works for justice. The institution does not forget such incidents,” he said.

Karki acknowledged, however, that the police have not achieved the desired level of success in all such cases. He said the organisation has continued studying old cases and conducting investigations to bring those involved within the scope of law.

According to Karki, special teams have been formed to investigate several high-profile old cases, with some achieving significant progress. He said investigations into old and serious crimes are also being carried out through the Central Investigation Bureau.

“We are investigating new and old cases simultaneously,” Karki said.

Highlighting the changing nature of security challenges due to developments in society, technology and working methods, Karki said traditional investigative approaches alone were no longer sufficient to address modern forms of crime.

He said the Nepal Police has recently introduced performance indicators to motivate and systematically evaluate police personnel. According to him, the system will allow personnel to be assessed based on their work and provide opportunities for improvement.

Karki said efforts were also underway to make police services more technology-friendly, allowing citizens to access services without having to physically visit police offices.

“We have developed a system through which people can submit applications and requests from home and easily obtain information about them,” he said, adding that various services would be available through the Nepal Police app.

Karki noted that technology-related and financial crimes have been increasing and said the police need to recruit and mobilise personnel with specialised skills to investigate such offences.

He also said specialised investigation units have been established. To tackle transnational criminal networks, Nepal Police has been coordinating with police organisations of other countries and specialised investigative units through Interpol.

“Nepal Police is adopting modern policing standards and coordinating with specialised police organisations of other countries,” Karki said.

He expressed confidence that the police organisation would be able to prevent criminal activities carried out through technology by making greater use of modern tools and investigative methods.

Describing Nepal Police as the state organisation that remains closest to ordinary citizens, Karki sought public cooperation in maintaining peace, security and public order and protecting the lives and property of citizens.

“We always expect public cooperation in fulfilling the responsibilities entrusted to the police,” he said, urging citizens to provide information about individuals involved in criminal activities.
