All Levels of govt must promote good governance: Minister Gurung



KATHMANDU: Minister for Communications and Information Technology, Prithvi Subba Gurung, has emphasized that all three tiers of government—federal, provincial, and local—must prioritize good governance in the effective implementation of federalism in Nepal.

Speaking at a discussion on inter-governmental relationships in federalism, jointly organized by the Provincial Good Governance Center, Bagmati Province, and the Federalism and Localization Center in Patan today, Minister Gurung, who also serves as the government spokesperson, highlighted the importance of aligning good governance with fiscal federalism.

He proposed that provincial governments should operate with a leaner structure, suggesting a reduction to five to seven ministries, and recommended placing the Ministry of Internal Affairs under the Office of the Chief Minister.

Minister Gurung also called for inclusive development rooted in the principles of federalism. He stressed the need for provinces to focus on increasing revenue, promoting small and cottage industries, and uplifting citizens’ living standards.

In his remarks, he noted that a dedicated law and institutional mechanism for the Inter-Provincial Coordination Council should be in place to address inter-governmental conflicts, coordination, and dependencies.

Minister for Law, Justice and Parliamentary Affairs, Ajay Kumar Chaurasia, also addressed the event, underlining the need for legal frameworks that empower provincial and local governments in service delivery. He said the ministry is committed to enacting inclusive laws in line with the Constitution and highlighted achievements in drinking water, healthcare, education, and infrastructure since the adoption of federalism.

Chairperson of the State Affairs and Good Governance Committee, Ramhari Khatiwada, assured that key legislation—including the Civil Servants Act and the Police Act—would be passed in the upcoming parliamentary session.
Minister for Internal Affairs and Law of Bagmati Province and government spokesperson, Suraj Chandra Lamichhane, expressed optimism that such discussions would enhance good governance and improve service delivery.

Dr. Khimlal Devkota, Chairperson of the Federalism and Localization Center, presented insights on inter-governmental relations under federalism. He pointed out that while the Inter-Provincial Council has taken important decisions to strengthen coordination, implementation remains a major challenge due to a lack of proactive efforts despite the presence of formal institutions.
