Law Minister calls for coordination, cooperation, and consensus among all levels of govt



KATHMANDU: Minister for Law, Justice and Parliamentary Affairs, Ajay Kumar Chaurasiya, on Saturday emphasized the need for greater coordination, cooperation, and consensus among the three tiers of government—federal, provincial, and local—for effective lawmaking and governance.

Speaking at a discussion on intergovernmental legislative relations and law scrutiny, jointly organized by the Bagmati Province Government, the Ministry of Internal Affairs and Law, and the Federalism and Localization Center (FLC), Minister Chaurasiya highlighted the ongoing efforts in legislative reform since the promulgation of the new constitution.

“So far, 214 Acts have been enacted, and more are being drafted based on emerging needs,” he said. “Going forward, the federal government will engage systematically with stakeholders and incorporate expert recommendations on intergovernmental relations while formulating laws.”

He stressed that good governance, including the fight against corruption, requires joint efforts across all three levels of government. “Ending corruption will require cooperation, coordination, and consensus from all sides,” he added.

Minister Chaurasiya noted that while the constitution clearly delineates powers among the local, provincial, and federal governments, issues still remain around concurrent rights. “We are working to create laws that respect the shared responsibilities outlined in the constitution,” he said, assuring that the rights of local and provincial governments would not be curtailed but strengthened through appropriate legislation.
