KATHMANDU: Nepali Congress leader Dr. Shekhar Koirala has strongly condemned the unauthorized alteration of the Civil Service Bill, calling it a grave crime against the nation and its people, and an affront to parliamentary sovereignty.
In a statement released via Facebook today, Koirala criticized the unauthorized changes made to the bill that had been tabled in Parliament with unanimous agreement, stating that such actions were not minor procedural lapses, but rather serious offenses against the democratic process and public trust.
“Altering a unanimously endorsed bill without due process is not just unethical—it is a blatant insult to our sovereign Parliament and a betrayal of the people,” Koirala wrote.
He demanded that those responsible be held accountable to the fullest extent of the law and called for the reversal of the unauthorized amendments by the end of the day.
Koirala also highlighted the need for a “cooling period” before any further legislative action is taken on the bill, arguing that moving forward without addressing the violation would undermine democratic integrity.
