NHRC opposes govt bill offering amnesty to culprits of criminal offenses



KATHMANDU: The National Human Rights Commission (NHRC) has expressed its disagreement with a government bill that aims to grant amnesty to individuals involved in criminal offenses to integrate armed groups back into society.

During a press conference held in Kathmandu on Friday, the NHRC voiced its concerns regarding the government’s proposal to provide amnesty to those responsible for criminal activities.

The proposed “Bill to Amend Some Nepal Acts,” presented by the government, includes a provision that would allow the cabinet to pardon offenders, particularly if they justify their actions under a political context and promise to give up criminal activities.

Furthermore, the bill grants the government the authority to withdraw pending cases from any court level.

The NHRC is particularly worried that this measure could deprive conflict victims, who have been seeking justice for 17 years, of their right to a fair trial.
