JSP Chair Yadav demands authentication of citizenship bill



JANAKPURDHAM: Janata Samajwadi Party (JSP) Chairperson Upendra Yadav urged the President to authenticate the bill to amend the Nepal Citizenship Act-2063 BS that has been passed by the parliament twice.

At a press conference organized in Janakpurdham in Dhanusha district today, Chairperson Yadav blamed that there were wrong practices of keeping the laws passed by sovereign parliament on hold although it is not lawful.

“The President could send back the law endorsed by the parliament for the first time. There is a provision that the President should authenticate the law within 15 days if the law is sent to the President for the second time. If there is no authentication, it should automatically become law. All the countries with parliamentary practices have the same practice,” he argued, ruing over the bills or ordinances becoming inactive in Nepal after the President did not authenticate them.

He claimed that the ruling coalition upholds the view that the President should now authenticate the Bill to amend the Nepal Citizenship Act-2063 BS as he added, it was still lawful according to the lawyers.

The former Deputy Prime Minister asserted that the constitution was impeding the institutional development of the Federal Democratic Republic system in the country and thus called for an amendment to the national charter.

Opining that everyone should be honest to implement the constitutionally enshrined rights to strengthen the provincial government, he emphasized the earliest endorsement of the Civil Service Act and Act on Adjustment of Police for the institutional development of federalism.

On a different note, Yadav stressed an impartial investigation into the fake Bhutanese refugee scam and pressed for bringing the culprits to book.
