KATHMANDU: Nepali Congress (NC) General Secretary Gagan Kumar Thapa has said that parties need not express criticism over the President’s withdrawal of the Citizenship Bill.

He added the parties should discuss the message received from President Bidhya Devi Bhandari as she returned the Citizenship Bill to the parliament for reconsideration.

President Bhandari on Sunday returned the Citizenship Bill to the House of Representatives attaching a 15-point message with it.

Talking to the media at a program held in Kathmandu on Monday, NC leader Thapa said that the provision of returning the bill for reconsideration is constitutional.

“It is a valid provision to return bills back to House if the President deems so,” he said, adding, “Something done in line with constitutional provision should not be criticized. I do not find anything wrong with it.”

Thapa further said now it was up to the Parliament whether to accept the message given by the President or resend the Bill to her in its existing form.
