HoR obstruction causes failure to make laws, acts: Minister Bhusal



KATHMANDU: Minister for Energy, Water Resources and Irrigation Pampha Bhusal has said that there had been failure to make necessary laws, acts and regulations due to obstruction in the House of Representatives by the main opposition party, CPN (UML).

Making the House of Representative captive means capturing the implementation of the constitution, she argued while addressing the ninth assembly of Konjyosom Rural Municipality in Lalitpur district.

As a result, local and provincial governments have failed to perform their work effectively for want of clear policies and rules without the federal civil service act, provincial civil service act and local civil service act, she said.

She stated, “The HoR is a sovereign place of people where laws and rules are made for them. Today, it has been obstructed. So the risk of regression has not ended yet. So all should be aware.”

The government was at work to build socialism based on social justice in line with the constitution, added Minister Bhusal.
She further said that the coalition in the incumbent government would continue not only till next elections, but afterwards as well.

In another context, as many as 13 million people from 2.6 million houses have been availing free electricity under the scheme of not charging the customers who have used electricity below 20 units, she claimed.

The Energy Minister opined that efforts were underway to uplift living standards of farmers by forwarding a policy related to irrigation.
