Civil servants protest against the Civil Service bill at Singh Durbar



KATHMANDU: Irate non-gazetted first class officials in civil service protested on Tuesday at Singh Durbar against the newly proposed civil service bills.

Labeling the newly proposed civil service bill unjust and discriminating against the junior level staffs in the civil service, the non-gazetted first class officials in the service stood in protest in front of the Ministry of General Administration on Tuesday.

According to the protesting civil servants, the proposed bill is likely to influence adversely in the career development of more than 35,000 staffs like them.

“The proposed bill is unjust, against the norms of merit-system and is discriminating against the non-gazetted staffs,” one of the protesters said under anonymity.

The agitating civil servants demand that there should be the provision of 50% open, 30% promotion and 20% internal competition for the fulfillment of vacancy.

“Provided the vacant posts can not be fulfilled from the promotion method, the vacancy should be announced only after fulfilling as many post as possible from the automatic promotion of the existing candidate,” the civil servant attending the protest added.

The protesting civil servants also seek the amendment in the provisions that bar the civil service working at local or province level from returning to federal levels or at central level.

The newly passed bill has repealed the provision of letting the civil servants join or open the trade unions.

Despite some reservations or dissent from line Minister Hridayesh Tripathi, some ruling Nepal Communist Party lawmakers, Nepali Congress, Socialist Party and Rastriya Janata Party’s lawmakers, the bill was with consent from majority members in the parliament on Tuesday.
