KATHMANDU: Investigation into an attempt to rape case against outgoing Speaker Krishna Bahadur Mahara has entered the final stage with the conclusion of the technical aspect of the investigation.

Chief of Metropolitan Police Range, Kathmandu SSP Uttamraj Subedi said that the statement of the outgoing Speaker currently under police custody is however yet to be recorded.

“Technical examinations and other investigation into the incident have almost been accomplished,” Subedi told Khabarhub.

An employee at Parliament Secretariat, in a video conversation with an online news portal, had accused Mahara of sexually assaulting her on September 29.

The law enforcement agency had started the investigation in the case after the woman lodged a complaint with the police on October 4. Mahara was arrested on October 6 following approval from a court.

On the second day after the arrest, police had collected a blood sample of Mahara. Police said they have concluded forensic tests including DNA on the collected blood sample.

Police have already collected wine bottles, glasses, a broken piece of eyeglass and other proofs from the rented room of the alleged victim.

The woman accusing the outgoing Speaker, however, has not cooperated with police in the investigation process.

The investigation team had tried to record her statement and perform a medical test on her. But, the alleged victim gave contradicting statements and also declined to undergo a medical test, according to the source.

“The victim has been changing her statements. We are taking ahead the investigation prioritizing the technical aspects of the incident,” an investigating officer told Khabarhub.

Meanwhile, police have submitted a preliminary investigation report with a technical analysis of the incident to the District Attorney Office. Now, the office is preparing to finalize the report by recording Mahara’s statement.

Chief of District Attorney Office, Kathmandu Chandrakanta Khanal said that the process has been stalled as they are yet to record the statement.

“He has been admitted to hospital for treatment. We will record statement once the doctors attending to Mahara allows us to take him to the attorney office to record a statement,” he told Khabarhub. Mahara is currently undergoing treatment at the Thapathali-based Norvic Hospital.

Mahara to be presented before the court Tuesday

Mahara will be presented before Kathmandu District Court on Tuesday as courts across the country had remained closed due to the Dashain holiday. The courts were scheduled to open on Monday but were closed to mourn the demise of former Chief Justice Keshav Prasad Upadhyaya.

Mahara will be presented before the court on Tuesday seeking an extension of judicial custody that will be due from the date of the arrest. Mahara has already spent nine days in police custody.

Police will be seeking an extension of the custody as they are yet to conclude the investigation. A case will be filed only after the conclusion of the investigation process.
