KATHMANDU: The House of Representatives is scheduled to move forward with three key bills during its meeting at 11:00 am on Monday, including legislation to provide a legal basis for placing Nepal’s national intelligence agency under the Office of the Prime Minister.
Acting on behalf of Prime Minister Balendra Shah, Law, Justice and Parliamentary Affairs Minister Sobita Gautam is set to table the Nepal Special Service Act, 1985 (Restoration of Previous Provisions) Bill, 2026.
Once enacted, the bill will formally incorporate into law the transfer of the National Investigation Department (NID) to the Office of the Prime Minister and Council of Ministers, a move previously made through the Government Business Allocation Rules, 2026.
The government is seeking to amend the Nepal Special Service Act, 1985 to provide legal recognition to the administrative restructuring.
The National Investigation Department has shifted between the Ministry of Home Affairs and the Prime Minister’s Office several times over the years.
Former Prime Minister KP Sharma Oli had moved the department under the Prime Minister’s Office through amendments introduced by the Some Nepal Acts Amendment Act, 2018. Before that, the department operated under the Home Ministry.
It was later returned to the Home Ministry by the interim government led by former Chief Justice Sushila Karki. The current government subsequently brought it back under the Prime Minister’s Office through the Government Business Allocation Rules, 2026.
The House agenda also includes a proposal by Finance Minister Swarnim Wagle to send the Nepal Rastra Bank (Third Amendment) Bill, 2026to the relevant parliamentary committee for clause-by-clause discussion.
Similarly, Culture, Tourism and Civil Aviation Minister Khadga Raj Paudel will present a proposal to refer the Intangible Cultural Heritage (Protection) Bill, 2026 to the concerned committee for detailed deliberation.
