Balen Shah unveils ‘Jhapa-5 pledge paper’, outlines sector-wise commitments



JHAPA: Senior Rastriya Swatantra Party (RSP) leader Balen Shah has unveiled his election manifesto from Jhapa Constituency-5, naming it the “Jhapa-5 Pledge Paper”.

Shah, who is contesting the federal parliamentary seat from the constituency, said the document outlines the commitments he intends to fulfil in his capacity as a member of the House of Representatives.

Under the section titled “My Commitment”, Shah has presented sector-wise plans covering education, infrastructure, agriculture and employment, women and children, and tourism and industry. He has also included point-wise commitments related to sports, health, land management, environment, good governance, and art and culture.

In the pledge paper, Shah has stressed the need to ensure effective delegation of constitutional rights to local and provincial governments.

“I will play a significant role in ensuring the delegation of constitutional authority to local and provincial governments,” the document states.

He has further pledged that if the Rastriya Swatantra Party forms the government, the commitments outlined in the pledge paper will be implemented within five years through coordination and cooperation among local, provincial and federal governments.

Shah has clarified that he views politics not as a profession but as a form of public service. Expressing his commitment to stand firmly against irregularities and corruption, he has vowed to take a leading role in Parliament in safeguarding national interest.

“I will not enter into any agreement that goes against national interest. I will play an effective role in making public service delivery efficient and accountable,” he stated in the document.

The release of the pledge paper comes amid an intensified electoral contest in Jhapa-5, where Shah is challenging CPN-UML Chair KP Sharma Oli. With both candidates stepping up their campaigns, the constituency has emerged as one of the most closely watched battlegrounds in the current election.
