By-election set for Manang on November 3



MANANG: A by-election is scheduled for November 3 in Manang’s Provincial Assembly Constituency (2) of House of Representatives Constituency No. 1.

The Election Commission has issued the schedule to the District Election Office. Acting Chief Election Officer Govinda Prasad Aryal confirmed that the election period began on August 2025.

This by-election follows the disqualification of Provincial Assembly member Rajiv Gurung (Deepak Manange), who was elected from the constituency.

Gurung was declared ineligible under Article 178(1)(e) of the Constitution and Section 13(G) of the Provincial Assembly Member Election Act, 2074 BS. Consequently, his seat has been vacant since November 5, 2024 as per Article 180(b) of the Constitution.

With more than six months remaining in the Assembly’s term, Article 176(8) mandates that the vacancy be filled using the same electoral method as the previous election. The Election Commission, in alignment with Section 68 of the Provincial Assembly Member Election Act, fixed the by-election date accordingly.

The District Election Office has received the schedule and will use the final voter list, to be updated and published nationwide. In the last election, Manang had 6,779 registered voters, with a turnout of 71.47%. Voting was required only for the House seat, while Gurung was unanimously elected to the provincial seat without opposition.
