Kulman Ghising denounces Ministry’s clarification request as unjust and biased



KATHMANADU: Nepal Electricity Authority (NEA) Managing Director Kulman Ghising has submitted an explanation to Minister for Energy, Water Resources and Irrigation Deepak Khadka, contesting the legitimacy of the ministry’s demand for clarification.

This marks the third time Ghising has been asked to provide an explanation, with the ministry insisting on a response within 24 hours after finding his previous replies unsatisfactory.

Minister Khadka demanded a detailed report on Ghising’s performance, stating that earlier justifications were neither objective nor convincing.

In his response, Ghising argued that the ministry’s request was unauthorized and biased. He claimed that the demand for clarification was procedurally flawed, asserting that it lacked legal grounds.

Ghising maintained that he was appointed under the Nepal Electricity Authority Act, 1984, which grants him security of tenure, and that the ministry lacks the authority to remove him from his position.

The ministry had previously asked why he should not be dismissed, citing dissatisfaction with his earlier explanations. In his defense, Ghising pointed out that the ministry did not specify why his previous responses were deemed inadequate, adding that the allegations against him were baseless.

The ongoing dispute raises questions about procedural fairness and governance within Nepal’s energy sector.
