KATHMANDU: The government has implemented the Drinking Water and Sanitation Regulations-2025, providing a comprehensive legal framework to ensure access to clean and quality drinking water and sanitation services for all citizens.
Minister for Water Supply Pradeep Yadav announced the enforcement of the regulations at a press conference held today.
The regulations, approved by the Council of Ministers under Section 59 of the Drinking Water and Sanitation Act, 2022, were published in the Nepal Gazette on January 23.
Yadav described the move as a significant step toward resolving longstanding legal and logistical hurdles in the water supply sector.
Yadav said that with the implementation of the regulations, barriers in the drinking water sector have been removed, making it easier for general consumers to access clean and quality drinking water services at home. He highlighted the regulations’ role in respecting, protecting, and fulfilling citizens’ fundamental rights to water and sanitation.
The regulations define the roles and liabilities of federal, provincial, and local governments in implementing water and sanitation projects.
They also introduce provisions for obtaining permits for the survey, construction, and operation of drinking water and sanitation services, with licenses to be issued within 90 days of proper application.
Licensed service providers will be listed across all three levels of government, and organizations already operating must register at the local level within six months.
Yadav informed that service providers charging fees beyond the prescribed limit could face license revocation.
Performance indicators will be used to monitor and improve services, and inspections will be conducted by officials designated by the ministry. He emphasized that these measures aim to enhance efficiency, ensure transparency, and provide citizens with equitable access to drinking water and sanitation services.
Yadav urged citizens to familiarize themselves with the new regulations, which are available on the website of the Printing Department. He emphasized the importance of collaboration between stakeholders and consumers in effectively implementing the Act and Regulations.
