KATHMANDU: President of the ruling Nepali Congress (NC) Sher Bahadur Deuba has asserted that the provincial structure in Nepal will not be dismantled.
Despite ongoing debates about the necessity of the provincial structure, NC President Deuba emphasized that it is an established part of the governance system and will remain in place.
Speaking at a seminar in the capital today, President Deuba stressed that instead of removing the provincial structure, efforts should be directed towards making it more accountable and transparent.
“Provincial governments and structures have already been established. The idea of removing them is not feasible,” Deuba remarked.
“Our focus should be on how to make the provincial structure more responsive and accountable. We need to consider, think, and make improvements accordingly.”
Deuba also highlighted the importance of inclusivity, emphasizing that proportional representation remains crucial for ensuring that women, Dalits, tribal communities, and other marginalized groups have a voice in the governance system.
“The principle of proportional inclusion is essential for the country to ensure that all communities are represented in governance,” he said.
“Proportional representation is still necessary, especially for those communities that face challenges in winning elections independently. It takes time to create an environment where such inclusivity can thrive.”
Regarding constitutional amendments, Deuba clarified that such changes should be viewed as a means to strengthen democracy rather than undermine it.
“When KP Oli was Prime Minister, he suggested that constitutional amendments could be made. This should be seen as a way to enhance democracy rather than contradict it. As a party that fought for democracy, we support considering amendments that strengthen democratic principles,” Deuba concluded.
