KATHMANDU: President Ramchandra Paudel emphasized that Nepal’s constitution fully embraces social justice provisions, such as equal rights, opportunities, and treatment, aligning with the core principles of the International Labour Organisation (ILO).
Speaking at the High-Level event of the 112th International Labour Conference and the Inaugural Session of the Global Coalition for Social Justice in Geneva, Switzerland, President Paudel reaffirmed Nepal’s commitment to social justice, multilateralism, and renewing the social contract.
“Our collective effort to achieve sustainable peace through social justice is as relevant today as it was a hundred years ago. Sustainable peace cannot be achieved without justice and economic gains for the poor and downtrodden,” he stated.
President Paudel highlighted Nepal’s political journey from monarchy to a federal democratic republic, emphasizing that social justice has been central to labor, employment, and social security reforms.
The constitution enshrines labor rights, the right to employment, the right to form trade unions, and the right to participate in collective bargaining as fundamental rights.
Legal and institutional frameworks, including the Labor Act, Trade Union Act, Employment Rights Act, Contribution-based Social Security Act, and National Employment Policy, have been established to implement these provisions.
“The Global Coalition for Social Justice is our noble initiative and shared commitment to embracing social justice for all, as envisioned by the ILO. Ensuring equality and justice for workers is our collective resolve,” he added.
President Paudel stressed the need for justice and economic fairness for all, noting that the world of work has made the world prosperous, and it is our shared responsibility to ensure a fair distribution of labor’s fruits.
He expressed confidence that the Global Coalition for Social Justice would inspire unity through social dialogue to maintain harmony and achieve economic development and prosperity.
Addressing climate change, President Paudel highlighted its severe impacts on Nepal, including water supply, crop patterns, biodiversity, and public health, which have pushed millions into marginal poverty.
He called for adequate funding, compensation, and necessary technology to ensure climate justice, especially from major emitters. “While discussing social justice, we must not forget to ensure climate justice globally.”
He also criticized the significant investment in deadly weapons instead of development, urging the international community to mobilize resources for humanity’s prosperity.
“Sustainable peace can be achieved through shared prosperity and a sense of global brotherhood, not through weapons,” he asserted.
Nepal is actively engaged in the 8.7 Alliance, standing against child labor, forced labor, and modern slavery. The country is also a pathfinder for employment and social security in the just transition.
“We are implementing the Decent Work Program (2023–2027) in Nepal, which includes employment, rights, and social dialogue.”
President Paudel emphasized Nepal’s commitment to the ‘Decent Work Agenda,’ embracing the digital, care, and gig economies.
He called for assessments and reforms of the ILO’s institutional, legal, and operational aspects to address the changing world of work.
Referring to the increasing trend of young people from developing countries seeking employment abroad, President Paudel appealed to all countries to treat migrant workers with respect, ensuring they are treated equally and abide by the principles of decent work.
