Koshi CM Karki urges Province Chief to ensure constitutional adherence, declines confidence vote or resignation

BIRATNAGAR: Chief Minister of Koshi Province, Kedar Karki, has penned a letter to the Province Chief, urging him to refrain from unconstitutional practices.

In a three-page letter addressed to Province Chief Parshuram Khapung, Chief Minister Karki labeled the proposal passed by the Provincial Assembly as unconstitutional.

He indirectly cautioned against disobedience should the Province Chief disregard the request.

“The proposal adopted by the Provincial Assembly, which seeks to dissolve the government using any available provision contrary to the spirit of the constitution, is deemed unconstitutional,” he stated adding, “The current circumstances necessitate the Province Chief, as the constitutional head, to exercise greater vigilance and actively uphold the essence and principles of the constitution, in accordance with Article 173 of the Constitution of Nepal.”

Under the provisions of Article 168(5) of the Constitution, Nepali Congress (NC) parliamentary party leader Karki assumed office on July 10, 2023.

Following a recent political coalition realignment at the center, CPN-Maoist Center and CPN-UML withdrew their support for Chief Minister Karki on April 8.

Subsequently, a special session of the Provincial Assembly, convened at the behest of UML and Maoist Center lawmakers, passed a resolution calling for Chief Minister Karki to either seek a vote of confidence or resign.

The resolution also urged Province Chief Khapung to dismiss the Karki-led government if the Chief Minister fails to comply with the resolution by May 7.

Chief Minister Karki has affirmed his stance of neither seeking a vote of confidence nor resigning.
