NC Mahasamiti Meeting: Koshi province pushes for women’s inclusion in key party positions

LALITPUR: During the ongoing policy-making conclave of the Nepali Congress in Godawari, all 14 district presidents from Koshi province presented a collective stance in 16 points, emphasizing various aspects of party reform.

In the Mahasamiti meeting, the Koshi province representatives proposed a change in the existing provision for the party’s central members, suggesting that only regional (province constituency) representatives should be designated as Mahasamiti members.

One of the prominent demands put forth by the 14 district presidents is the inclusion of women in key positions from the ward level to the central committee of the party.

They recommended having a woman vice-chair and woman secretary at the ward level, and a woman vice-chairman, woman secretary/general secretary, and a treasurer at the central level.

Furthermore, the proposal suggested granting chairs at all levels the authority to nominate 50 percent of the members.

The 16-point proposal also addresses concerns about the proportional representation system for political appointments, suggesting limitations on the number of terms a person recommended by the party can hold positions such as the president, vice president, chief minister, and prime minister.

The Koshi province representatives advocated for a two-term limit for the president or vice president of the country and a three-term limit for deputy prime ministers and ministers at the federal and provincial levels.

Additionally, they opposed allowing the same person to serve more than four terms as a federal or provincial lawmaker.

The district president of the party, according to the proposal, should have the authority to spend the levy collected in the district.

The representatives also called for the customary cancellation of the post/membership of any person at any level of the party if they are absent from three consecutive meetings of the concerned committee.

Furthermore, the proposal outlines a process where anyone gaining membership in the party’s sister organizations from the district president must submit their credentials to the respective district working committee.

The party is also suggested to nominate three individuals, including a woman, as members of the House of Representatives or Province Assembly based on the votes of regional (province constituency) representatives.
