Chair Bidari for discouraging individual-focused by-laws



KATHMANDU: Chair of Delegated Management and Government Assurance Committee Ram Narayan Bidari has claimed that the discussions, decisions and directives held after the formation of the committee had added vibrancy into the examination of laws.

He said this has also helped in drafting of new laws, management of documents of national importance and implementation of government assurances.

During this period, the Committee worked diligently on the management of historical documents of national importance, archeological, economic, social, cultural and law related management system, process, collection, archiving and preservation.

Bidari, who is ending his four-year tenure as member of the National Assembly on March 5, said, “The first two years of the four-year term have been spent with enthusiasm for the benefit of the country and the people. The impact was felt in the committee as well.”

About 150 meetings of the committee were held during this period. There are thousands of delegated laws in the country now but instead of implementing the law, by-laws have been issued for the benefit of particular individuals and wrongdoing has been encouraged.

The committee has directed all the government bodies to send, publish the supporting law within 15 days, not to make law contrary to the foundational law, not to reduce or expand it.

Chair Bidari says, “If only the tendency to create and implement directives for one’s own self-interest can be stopped, corruption will be reduced by 50 percent.”
