KATHMANDU: The government has initiated implementation of a 100-point governance reform agenda, placing strong emphasis on digital governance and data management systems.
As per the action plan approved by the Cabinet in its first meeting on March 27, the Ministry of Communication and Information Technology has begun steps to shut down betting-related apps and websites within 24 hours. The government has already directed the Nepal Telecommunications Authority to block such betting platforms.
The reform agenda aims to make public service delivery faster, more transparent, paperless, and interconnected. Under this plan, the existing Government Integrated Office Management System (GIOMS) will be further strengthened and made more user-friendly within 100 days.
The government also plans to introduce a system where citizens’ data will be collected only once and shared across relevant agencies. Government apps and portals will be simplified to improve accessibility and efficiency.
To enhance service delivery, the plan includes enabling online applications through the Nagarik App, introducing an auto-fill system, and allowing digital applications for police reports, passports, and driving licenses within 45 days.
In cases where physical presence is required, an online appointment system will be introduced within three months, allowing citizens to schedule service times in advance.
The government has also proposed expanding the use of digital signatures. A study is underway to enable e-signature services using National ID cards, biometric verification, or one-time passwords (OTP).
Additionally, a file tracking system will be implemented within 30 days, with automatic alerts in case of delays. Certificates will be made available for online download within 15 days. Plans also include improving digital profiles of government employees and upgrading the Hello Sarkar system.
Policies and laws related to digital governance and personal data protection are set to be drafted within 60 days. The government is also preparing to establish an independent regulatory body for information technology and digital governance.
Furthermore, the government aims to finalize the Information Technology and E-Governance Bill, along with the National Enterprise Architecture Framework, within 60 days.
A key highlight of the reform plan is the establishment of a National Unified Digital Governance Platform to deliver all public services through a single system. Work to set up and operationalize a National Data Exchange Platform is expected to begin within 100 days.
The government has also announced plans to establish an Office of Information Technology and E-Governance under the Office of the Prime Minister and Council of Ministers. As part of institutional restructuring, the existing Department of Information Technology will be dissolved, and related agencies will be integrated within three months.
