KATHMANDU: Minister for Energy, Water Resource and Irrigation, Biraj Bhakta Shrestha, has directed the subordinate agencies to give a pace to enforcement of annual budget and programmes. The Minister made such direction in the wake of little financial progress of the Ministry.
Two months have passed since the new fiscal year but the budget spending is disappointing and too traditional, so a clear action plan is needed to forward activities with timely contracting and bidding.
“Not a person but a system should be built for the works. Only decision is not enough, but utmost coordination and collaboration among the related agencies to implement programmes effectively,” he said, adding that public accountability should be paid attention while carrying out duties. In addition to the political leaderships, government employees should be responsible towards citizens, he reminded.
He suggested the Ministry that it advanced the concept of reward and punishment to steer governance reforms effectively.
On the occasion, Ministry secretary Dr Jagdishwor Karmacharya said the project works should be taken ahead by considering development priorities.
It was shared that the Ministry has recorded 3.08 financial progress in the initial two months of current fiscal year. (RSS)
