KATHMANDU: The National Human Rights Commission (NHRC) has concluded that the Tibetan Original Blood (TOB) biker group infiltrated the Gen-Z movement on September 8 and 9, 2025, escalating the initially peaceful protests into violence.
In a report made public on Wednesday, the commission stated that the peaceful demonstration that began on September 8, 2025, was allegedly taken over by the TOB group, which it says played a key role in provoking violence.
The NHRC described the group as a biker faction that allegedly used protesting students as human shields while encouraging attacks and arson at the Federal Parliament building in New Baneshwor.
According to the report, the situation turned violent in the afternoon near the Everest Hotel area in New Baneshwar after the sudden entry of members of the group, identified by black T-shirts marked “TOB” and tattoos on their bodies.
The commission said around 15–20 individuals from the group were seen actively inciting protesters to breach restricted areas and move forward.
It further alleged that the group had a deliberate plan to escalate the movement into violent action, using young protesters and students as protective cover while targeting security forces with stone-pelting and attempting to set fire to the Parliament building.
The report also states that vehicles belonging to the NHRC, ambulances, and other government property were vandalized and torched during the unrest.
The commission has urged the government to carry out a detailed investigation into the identity of the group and its possible organizational links, including whether it was acting under external direction.
It further stated that the group played a central role in diverting the movement from a peaceful protest into widespread violence by using students and young demonstrators as shields against security forces and targeting key state institutions.
