NHRC recommends action against Oli, Lekhak, Gurung and current IGP Karki over Gen-Z protests



KATHMANDU: The National Human Rights Commission of Nepal has recommended legal and departmental action against former Prime Minister K. P. Sharma Oli and several senior political and security officials over human rights violations committed during the Gen-Z movement of September 8 and 9, 2025.

In its investigation report made public on Wednesday, the commission stated that former Prime Minister Oli, former Home Minister Ramesh Lekhak and former Communications Minister Prithvi Subba Gurung were found responsible for human rights violations linked to the violent protests.

The commission has recommended that the government introduce a new law to ensure legal action and punishment against political leadership involved in human rights violations.

According to the report, existing laws do not clearly provide for punishment of political leaders in such cases. The commission said its recommendation was based on the principle established by the Supreme Court in the case of “Advocate Madhav Basnet vs Government of Nepal.”

The proposed law should include provisions for up to six months’ imprisonment, a fine of up to Rs 300,000, or both, the report stated.

The commission also recommended that such cases be heard by a special court and that individuals convicted of human rights violations be barred for at least five years from political appointments or contesting elections. It further proposed restrictions on holding administrative responsibilities and foreign travel for up to three years.

The report additionally recommended automatic suspension from public office once a case is formally registered against the accused.

For non-serious human rights violations, the commission suggested that provisions for public apology, compensation, and pardon could be allowed with the consent of victims and the court.

The commission also recommended departmental action against senior officials of the Nepal Police, Armed Police Force Nepal and the National Investigation Department.

Those named in the report include former Additional Inspector General Dan Bahadur Karki, Deputy Inspector General Om Bikram Rana, Senior Superintendent of Police Bishwo Adhikari, Armed Police Force Additional Inspector General Narayan Prasad Poudel, APF Superintendent of Police Jeevan KC, National Investigation Department Director Krishna Khanal and former Kathmandu Chief District Officer Chhavilal Rijal.

The commission has directed the government to take departmental action against the concerned officials and provide updates on the implementation of those actions to the commission.
