KATHMANDU: Nepal Rastra Bank (NRB) has amended the Integrated Payment Systems Directive, 2082, making the National Identity Card mandatory for opening digital wallets and updating user information with licensed payment service providers.
The central bank introduced the 15th amendment through a circular issued by its Payment Systems Department on Friday.
Under the revised directive, licensed payment service providers must verify the electronic record of a Nepali citizen’s National Identity Card before allowing the opening of a digital wallet.
The amended rules also require payment service providers to obtain a self-declaration from all wallet users by the end of Ashwin 2083 (October 17, 2026), confirming whether they possess a National Identity Card. The declaration can be collected through mobile applications or other appropriate digital platforms.
Nepali citizens who already have a National Identity Card must update their wallet details with their National ID number by October 17, 2026.
For users who do not yet have a National Identity Card, service providers have been instructed to establish a system that sends monthly reminders prompting them to update their information once they obtain the document.
The NRB has retained the existing provision allowing Nepali citizens residing abroad to open digital wallets online using the required supporting documents. However, such users must update their National Identity Card details with the concerned institution within six months of returning to Nepal.
The revised directive also includes special provisions for persons with disabilities and other vulnerable individuals who are unable to care for themselves. They will be allowed to open digital wallets and conduct transactions using alternative required documents in cases where a National Identity Card or National ID number is unavailable.
