NC’s Nishkal Rai says Speaker responsible for maintaining dignity of Parliament



KATHMANDU: Nepali Congress whip Nishkal Rai has said that maintaining the dignity of Parliament is the responsibility of the Speaker.

Speaking during the special hour in Wednesday’s House of Representatives meeting, Rai criticized both past and current parliamentary conduct, including actions by lawmakers during opposition roles and recent use of placards inside the House.

Referring to previous incidents, he said that actions such as wearing blue scarves by Rastriya Swatantra Party lawmakers while in opposition, as well as the current display of placards, go against parliamentary decorum.

Addressing Speaker Dol Prasad Aryal, Rai questioned why the dignity of the House was not being maintained effectively.

He said, “How can the actions we ourselves took earlier be considered parliamentary and disciplined, while opposition parties’ use of placards is now considered undisciplined? Honorable Speaker, that too was undisciplined. My conclusion is that undisciplined activities are still happening in Parliament. It is the Speaker’s duty to maintain the dignity of the House, so why has that not been ensured?”
