KATHMANDU: The government has decided to internally adjust existing employees based on approved positions following a new Organisation and Management (O&M) survey.
A secretary-level meeting held today under the chairmanship of Chief Secretary Govinda Bahadur Karki decided to manage the existing workforce within the approved posts through internal adjustment.
According to the decision, employees found to be surplus after the adjustment will be deployed to vacant positions in federal offices, provincial governments and local levels through coordination by the Ministry of Land Management, Cooperatives, Poverty Alleviation, Federal Affairs and General Administration.
The move aims to prevent employees from becoming jobless due to the reduction of approved positions under the new O&M survey.
The decision stated that no government office will be allowed to fill permanent positions or seek recruitment through the Public Service Commission without prior approval from the Office of the Prime Minister and Council of Ministers during the current fiscal year.
The secretary-level meeting also decided to introduce annual performance agreements with ministry, department and office chiefs.
Service delivery, implementation of development projects, budget expenditure, grievance management and citizen satisfaction will be included as key performance indicators, with regular monitoring and evaluation mechanisms to be established.
The meeting, chaired by Chief Secretary Karki, further emphasized the need for all government employees to follow existing legal provisions on conduct and maintain discipline, ethics and integrity.
The government has also decided to ensure effective implementation of the National Integrity Policy, 2083, to promote ethical practices across the public administration.
