RSP set to introduce provision for special convention in new party statute



KATHMANDU: The Rastriya Swatantra Party (RSP) is preparing to introduce a provision for a special national convention in its new party statute, which is expected to be endorsed by the Central Committee on Saturday.

According to leaders involved in drafting the statute, the proposed provision has been included under Article 89 and would allow the party to convene a special convention in the event of a serious or extraordinary situation requiring immediate ideological, policy, organizational, or leadership decisions.

The draft statute states that a special national convention may be called if circumstances arise that necessitate urgent changes in the party’s direction or leadership structure.

Party leaders said the previous statute did not clearly define provisions for either a special convention or an early convention.

Under the proposed amendment, a majority of party members would be able to initiate a special convention if deemed necessary. The new statute is also expected to clearly establish the Central Committee as the party’s final decision-making authority.

Leaders involved in the drafting process said a special convention would only be possible after a minimum period—reportedly six months to one year—following a regular national convention.

However, they noted that discussions on the statute are still ongoing and some provisions may be revised before receiving final approval from the Central Committee.

The proposed changes come as the party prepares for its first national convention, where it is expected to adopt a revised organizational framework and leadership structure.
