Transport operators propose Re 1 fuel, EV charging levy for accident relief fund



KATHMANDU: The Federation of Nepalese National Transport Entrepreneurs has proposed imposing an additional Re 1 per litre on petrol and diesel, and Re 1 per unit on electricity used for electric vehicle (EV) charging, to strengthen a proposed Accident Relief Fund.

The federation submitted separate memorandums to Minister for Infrastructure Development Sunil Lamsal and Minister for Law, Justice and Parliamentary Affairs Sobita Gautam, recommending that the provision be incorporated into the Vehicle Act, which is currently being amended.

Federation General Secretary Deknath Gautam said the proposed fund would ensure immediate rescue, treatment and compensation for victims of road accidents. He said the additional levy on fuel and EV charging would serve as a dedicated source of financing for the fund.

The federation has also proposed allocating one percent of third-party motor insurance premiums collected by insurance companies to the fund, while asking the federal, provincial and local governments to contribute an annual lump-sum amount.

According to Gautam, insurance coverage alone is often insufficient to meet the costs of emergency rescue and medical treatment after serious road accidents. The proposed fund would provide immediate financial support for victims and help cover treatment expenses.

The federation further suggested that the fund be used to pay for the treatment of seriously injured accident victims whose legal claimants cannot be identified, or in cases where vehicle owners are unable to provide compensation. It has urged the government to include these provisions in Chapter 10 of the draft Vehicle Act, 2026.
